Generates all dates and amounts constituting a sinking fund schedule

This routine takes sinking fund parameters (as described in the documentation for the sinking fund average life routine) and generates a sinking fund schedule which is used by the sinking fund average life routine.
Results:
The sinking fund schedule consists of an array of dates, and an amount corresponding to each element representing how much will be sunk on that date.
Error Conditions:
Returned values should be ignored for a non-zero status. See Errors.
