Calculates the average life in years for a series of redemption dates and amounts

Given a series of redemption dates and redemption amounts, this routine calculates the average life in years.
Results:
The average life in years is returned as the value of the function, accurate to as many places as supported by a double precision value.
Error Conditions:
Returned values should be ignored for a non-zero status. See Errors.
