Calculates the previous and next actual coupon dates for any periodic payment security

Purpose: Given the description of a periodic payment security, this routine calculates the previous and next coupon dates.

Results: The coupon dates will be returned in two sets of three separate integer variables for pcd_month, pcd_day, pcd_year, and ncd_month, ncd_day, ncd_year.

Error Conditions: Returned values should be ignored for a non-zero status. See Errors.
