Validate any of several sink fund amounts which must be greater than zero

Introduced in release: 1.0
Component: Generic
Purpose: Tests the value of several different sinking fund amounts and validates that it is greater than or equal to zero.

Results: The value of the function is true if the sinking fund amount is valid, or false if it is not.

Error Conditions: Status is returned as 510z if the amount is not valid, and the z is replaced by:

         1 for a redemption amount
         2 for an outstanding amount
         3 for an overfund amount
         4 for a sinking fund amount
         5 for a voluntary amount
