is_last_dom (routine)

Determine if the given date is the last day of the given month

Purpose: Takes a month, day, and year date set and determines if the given day is the last day of the given month.

Results: The function is true (1) if the day is the last day of the month, false (0) if the day is not the last day of the month.

Error Conditions: No error checking is done.
