Determine the day of the month for a given day of week, week in month

Purpose: Determines the day of the month for a given day of week, week in month.

Results: Returns an integer from 1 to 31 dependant on the given month.

Error Conditions: Returned values should be ignored for a non-zero status. See Errors.
