dt_2_YYYY (routine)

Separate the 4 digit year from a date in the form YYMMDD or YYYYMMDD

Component: Generic
Purpose: Takes a 4-byte integer date in the form YYMMDD or YYYYMMDD and breaks out the year into a separate variable.

Results: The broken out year is returned as the value of the function. The broken out year is always a 4 digit year even if the date was in the form YYMMDD. The variable next_century is used to determine which century the year is in. If year is greater than next_century then the year is 19YY else the year is 20YY.

Error Conditions: No error checking is done.
