Calculate an equivalent coupon rate for discount securities

Given a discount rate calculate and equivalent interest rate, the dollar discount on 1 million of par, and the dollar interest on 1 million of par.
Results:
All results are accurate to as many places as supported by a double precision value.
Error Conditions:
Returned values should be ignored for a non-zero status. See Errors.
