Calculates the par amounts for a debt scale that creates level annual debt service

Calculate an array of par amounts which creates annual level debt payments for a given bond scale.
Results:
Returns an array of par amounts, which are rounded in $5,000 increments
Error Conditions:
Returned values should be ignored for a non-zero status. See Errors.
