Canadian mortgage backed security - payment delay as a percent of a period

Purpose: Converts a payment delay stated in actual days to a percent of a full period.

Results: All results are accurate to as many places as supported by a double precision value.

Error Conditions: Returned values should be ignored for a non-zero status. See Errors.
