Convert a date in the form YYMMDD or YYYYMMDD into separate variables for month, day, and year

Convert a 4-byte integer date in the form YYMMDD or YYYYMMDD into three separate variables for month, day, and a 4 digit year, respectively.
Notes:
The variable next_century determines the century that a date in the form YYMMDD is converted to. When the 2 digit year, YY, is less than or equal to next_century then the year is returned as 20YY, otherwise the year is returned as 19YY. This is the inverse function to MDY_2_dt.
Results:
The month, day, and year are returned as three separate integer values.
