Calculates the APY for an interest at maturity bank CD

This routine calculates the Annual Percentage Yield (APY) for an interest at maturity Certificate of Deposit using rules from Regulation DD.
Results:
The calculated APY is returned accurate to as many places as supported by a double precision value.
Error Conditions:
Returned values should be ignored for a non-zero status. See Errors.
