Indicates action to be taken on holiday table

Description: Indicates what action to take with the given date and the holiday table.

Valid values: 
  -1 = Delete the given date from the holiday table
  0  = Return 1 if the given date is in the holiday table
  1  = Add the given date to the holiday table
