Return TIPS Library release number and release date

Component: Generic
Purpose: Indicates which release of the TIPS Library is being called.

Results: Five integers representing the release number (2 numbers) and release date (3 numbers) are returned. Have this information available when contacting TIPS about a problem. Other parameters are currently unused.

Error Conditions: No error checking is done
