Convert month, day, year into the day number in the given year

Purpose: Converts a month, day, and year into the day number in the given year.

Results: Returns an integer between 1 and 366 representing the day number of the given date in that year.

Error Conditions: Returned values should be ignored for a non-zero status. See Errors.
